Not so much intended as needed for balance, as Mordor has SOO much better heroes that can totally dominate goblins for one, and a few other factions. I personally think they could be more pierce resistant, but Mordor is already among the top factions as of now. And, incase you didn't know Mountain trolls are pretty decent vs Dwarves and Goblins and even Men sometimes, and they also take down CT's in a 1v1 fight.
